About Us

If present, elevated lead levels can cause serious health complications, particularly for pregnant women and young children. Lead in tap water primarily comes from materials and components associated with service lines and household plumbing. Fruitland Water is responsible for delivering high-quality municipal water but cannot control materials used in home plumbing components. When water sits in pipes for several hours, you can minimize lead exposure by flushing your tap for 30-120 seconds before using water for consumption or cooking. If concerned about lead, consider water testing. In 1945, approximately 50 farmers residing in the Firgrove area of South Hill attempted to establish a community water system. Several members of this group had inadequate and unsuitable water supplies, prompting the development of a shared water network. The group subsequently contacted the Farm Security Administration in Puyallup for assistance.
The planning committee remained determined to proceed with their efforts and filed for incorporation as a non-profit organization in 1952. There was significant resistance to forming a water district since it would have rate-setting authority. At that particular time, the local philosophy opposed any additional fees. The decision to establish a mutual company where all members contributed equally to well-drilling and water production costs became the preferred option for Firgrove area residents.
When Firgrove Mutual Water was incorporated in 1952, there were 48 fully paid members. Operating capital for water production was raised through share sales. Each share cost $300.00 for connection to the water system. Those requiring water service would cover the cost of pipes needed to deliver water to their property, while share money funded water source development. At incorporation, the Mutual had $14,400.00 on deposit.
A Board of Trustees was formed, bylaws were drafted, and the immediate Firgrove area was divided into five separate districts with a Board member representing each area. This remained standard until it became difficult to retain Board members from all districts. The first Board members were President Frank Ballou, Vice President David Best, Wilburn George, John Anderson, Secretary J.S. Sagmiller, and Assistant Secretary Chris O'Kelly. Currently, all Board members are elected at large.
