The current City Manager is Thomas J. Duch, Esq. He is assisted by Pat Esposito, Secretary, and Lisa Sokulski, Principal Clerk Typist and Deputy Registrar. Mr. Duch attended Columbus School #8, graduated from Garfield High School, earned his degree with High Honors from Lehigh University, and completed his legal education at Seton Hall University School of Law where he received a Doctorate of Jurisprudence.

Mr. Duch served as Mayor of Garfield from 1980 to 1988 and was elected to the New Jersey General Assembly in 1987, serving two terms representing the 36th legislative district. He maintains a law practice in Elmwood Park and has dedicated over 35 years to the Boys and Girls Club Board of Trustees. His community involvement includes service on the Planning Board, Library Board, and various community associations.

Professionally, Mr. Duch holds memberships in the Bergen County Bar Association, New Jersey Bar Association, New Jersey Municipal Management Association, and previously belonged to the New Jersey Trial Lawyers Association.

As City Manager, his responsibilities include overseeing daily city operations, attending all Mayor and Council meetings, preparing the budget with assistance from the Finance Officer, managing all city personnel, and serving as Public Information Officer. His duties, outlined in the Resolution of Appointment, include acting as Chief Executive and Administrative Official, submitting the annual budget, enforcing laws and ordinances, appointing department heads, negotiating contracts, ensuring compliance with regulations, and providing reports to the Municipal Council.
