Goforth Special Utility District (SUD) operates as a political subdivision of Texas, specifically classified as a conservation and recovery district under Article XVI, Section 59 of the Texas Constitution. As a Special Utility District, Goforth provides essential water and sewer services to the community while maintaining certain additional capabilities.
Unlike traditional governmental entities, a SUD doesn't levy or enforce taxes, though it maintains the authority to issue bonds. Currently, Goforth SUD serves 6,444 water customers across Hays, Caldwell, and Travis counties. Residents within the service boundaries can participate in elections and may qualify to serve on the SUD Board of Directors.
The district obtains its water from a blend of ground and surface water sources, providing comprehensive annual reports on water quality standards. Originally established as Goforth Water District in 1969 to serve Niederwald and surrounding communities, the organization transitioned to Goforth Special Utility District on March 1, 2008. This transformation granted Goforth certain tax and financial advantages that benefit customers while facilitating the growth and expansion necessary to accommodate the region's increasing population.
