Greenville Water System Municipal Water Report Info

The American Pipe Manufacturing Company from Philadelphia established Greenville's first water system in 1889, serving a population of 8,600. This operation later became the Paris Mountain Water Company, incorporated in South Carolina, and continued under that name until 1918.

The original water supply was built on the northeast slopes of Paris Mountain with an eight-mile, 12-inch water main extending to the city—delivering water through gravity. This system began operations in June 1890, and a decade later, a second reservoir was constructed at a lower elevation on Paris Mountain. Steam pumps and pressure filters were installed to transport water from this second reservoir to the gravity line.

The Commission of Public Works of the City of Greenville has owned the water system since 1918, when it purchased the core infrastructure from the Paris Mountain Water Company for $800,000. This acquisition was approved through a City referendum that also authorized $1 million in general obligation bonds and established a "Board of Commissioner of Public Works" empowered to acquire, operate, and manage the water system. The bond proceeds funded both the purchase and the development of a supplemental water supply on the Enoree River.

From its inception, the Commission has operated Greenville Water as a self-sustaining utility, with all bonds repaid solely from system revenue. To better align with its public service mission, the Commission adopted the name "Greenville Water System" for all non-legal purposes, which has since been simplified to "Greenville Water."
