About Us
The Woodruff-Roebuck Water District (WRWD) provides municipal water from its treatment facility to the local distribution system. The plant draws surface water from both the North and South Tyger Rivers before their confluence into the Tyger River (Figure 1).
Both rivers have distinct origins within South Carolina. The North Tyger forms in Spartanburg County from the Middle and South Tyger Rivers and their tributaries. Meanwhile, the South Tyger River begins in Northern Greenville County before flowing through Spartanburg County. The facility maintains separate intakes on each river, ensuring full operational capacity from either source.
The South Carolina Department of Health and Environmental Control (SCDHEC) must conduct watershed delineation and assessment for all South Carolina water sources under the Safe Drinking Water Act Amendments of 1996. While a complete Resource Water Assessment hasn't been conducted specifically for the entire WRWD Watershed, residents can reference the SJWD Resource Water Assessment for North Tyger River information (Spartanburg County section) and the Greer CPW Source Water Assessment for South Tyger River data (Greenville County Section).

For nearly six decades, the Woodruff-Roebuck Water District has been providing pristine, reliable water to southern Spartanburg County residents. Established by the General Assembly in 1956, the district was initially tasked with supplying quality water to Woodruff township.
Although the system purchased water from Spartanburg Water for many years, in 2000, General Manager Curt Dillard prompted the Board of Commissioners to evaluate the region's future needs. The resulting study determined that building an independent treatment facility and reservoir would enhance both security and efficiency while being more economical and environmentally responsible, ensuring adequate water supply for decades ahead.
The new water treatment plant opened in June 2013 on Kitchens Road near the junction of North and South Tyger rivers in Roebuck. This strategic location allows drawing from both water sources. Currently processing approximately 2.6 million gallons daily, the facility serves 10,000 customers across an area stretching from Spartanburg to Enoree and from Willow Creek to Roebuck.
Woodruff-Roebuck Water District maintains active memberships in several professional organizations: the American Water Works Association (AWWA), the National Rural Water Association (NRWA), and the Water Environment Federation (WEF).
