The Edgefield County Water and Sewer Authority operates as a Special Purpose District in South Carolina, established under Act 571 and modified by Act No. 1192 of the South Carolina General Assembly. This authority manages waterworks and sewer systems throughout Edgefield County and a small portion of southwestern Aiken County bordered by U.S. Highway 25 and Interstate 20.

The Authority's sole water source is the Savannah River, with an intake located approximately one mile south of the Water Treatment Plant on Delaughter Drive in North Augusta. This intake sits on the eastern riverbank, just downstream from Steven's Creek Dam and upstream from Augusta City Lock and Dam. The U.S. Army Corps of Engineers permits Edgefield County WSA to withdraw up to 11.0 MGD (million gallons daily).

An Inter-Basin Transfer permit from DHEC's Bureau of Water authorizes the withdrawal of maximum 11.0 MGD from the Upper Savannah River basin for transfer to both Lower Savannah and Edisto River basins. This permit remains valid through July 1, 2025. Currently, most withdrawn water stays within the Savannah River basin, except wastewater processed at the Johnston Wastewater Treatment Plant.

The Water Treatment Plant, constructed in 1974 with an initial 4.4 MGD capacity, was upgraded in 2010 to 8.85 MGD. State regulations require preparation for expansion when peak monthly demand exceeds 80% of capacity, and submission of construction plans when demand surpasses 90%.

A seven-member Board of Directors governs the Authority, with each member serving six-year terms following gubernatorial appointment. Daily operations are managed by an Administrator who reports to the Board, with 43 full-time employees. Importantly, Edgefield County WSA receives NO direct tax funding—operations are entirely supported by water and sewer revenues.
