During the late 1960's, Anderson County experienced a drought period causing water supplies and wells to dry up. Community leaders initially approached Duke Power and Anderson County about establishing a rural water system, but these efforts were unsuccessful.

Local leaders determined it was time to create a rural water system in Anderson County and began the first steps to provide water to residents. A meeting was organized at Palmetto High School in November 1971, led by Mr. David Chastain, to establish a rural water system for the upper part of Anderson County. The following directors were elected: Wayne Rogers, Ted Bunton, Bill Creamer, Kenneth Rogers, Wayne Parker, Alton Boggs, Jimmy Rogers, Joe Dalrymple and Leon Clardy.

This rural water system was named The Big Creek Water and Sewerage District because the system would purchase water from the City of Williamston, which drew its water from the Big Creek Water Shed. The Farmers Home Administration required Big Creek to sell 900 water taps at $75 per tap to qualify for the $1.4 million loan needed to install the water system. The process of selling taps took over a year to complete.

After years of dedicated work, The Big Creek Water and Sewerage District received its Charter from the State of South Carolina in August 1972, designating the geographic area to be served. Big Creek Water District is a public service district committed to providing quality potable water to its customers, serving subdivisions, residents, and businesses within its franchise area.

In January 1978, Big Creek Water District and Hammond Water District merged to form BC-H Service Company to manage, maintain, and operate both water systems more efficiently with reduced overhead costs. In April 2000, Big Creek Water District joined with 12 other local water districts to purchase the Duke Power Water Plant on Lake Hartwell, forming the Anderson Regional Joint Water System which maintains and operates the transmission system and water treatment plant.
