About Us
We're pleased to present this year's Annual Water Quality Report to you. This document aims to inform you about the quality water and services we deliver to your home daily. Our primary objective is to provide you with a safe and reliable supply of municipal water.
Our water is purchased from Anderson Regional Joint Water System, which draws from surface water at the U.S. Army Corps of Engineer's Hartwell Lake Reservoir located along the border of Upstate Carolina and Georgia. Certain individuals may be more vulnerable to water contaminants than the general population. Those with compromised immune systems - such as cancer patients undergoing chemotherapy, organ transplant recipients, people with HIV/AIDS, elderly individuals, and infants - may face higher health risks. These individuals should seek advice from healthcare providers regarding their municipal water consumption.
Infants and young children typically have higher sensitivity to lead in tap water. If concerned about lead levels, flush your tap for 30 seconds to 2 minutes before using water. Additional information is available from the Safe Drinking Water Hotline (800-426-4791).
Elevated lead levels can cause serious health complications, particularly for pregnant women and young children. Lead typically enters water through materials in service lines and home plumbing components. While Hammond Water District ensures high-quality water delivery, we cannot control plumbing materials used in homes. To minimize potential lead exposure, run your tap for 30 seconds to 2 minutes when water has been sitting for several hours. For concerns about lead, consider water testing. Hammond Water consistently monitors for contaminants according to Federal and State regulations. Our monitoring results from January through December 2018 demonstrate our commitment to safety. As water flows over land or underground, it may collect various substances including microbes, inorganic and organic chemicals, and radioactive materials. All municipal water, including bottled water, naturally contains some contaminants, though their presence doesn't necessarily indicate health risks. We're proud to report that our water meets all federal and state requirements.

During the late 1960s, Anderson County experienced a drought period with depleting water supplies and drying wells. Community leaders approached Duke Power and Anderson County about establishing a regional water system, but their initial efforts were unsuccessful.
In May 1969, community leaders including C.A. Bowen, Lee Axman, Austin Elrod, David McCall, Gordon Keys, Bobby Dunlap, Jim McGill, and Ed Chamblee determined that creating a water system for the area was essential. They hired Beeson Engineering to guide the process and met with the County F.H.A. Chief to identify steps for securing an F.H.A. loan.
The funding structure allowed $1000 from F.H.A. for each $50 tap purchased by residents, establishing a water distribution system to serve everyone within the district's boundaries. After dedicated effort, the State of South Carolina granted an Article of Incorporation to Hammond Water and Sewer Company on March 15, 1971.
Service officially began in June 1974 with a dedication ceremony at Midway Presbyterian Church, where Senator Strom Thurmond symbolically activated the water supply. Jimmy Hawkins served as the water company's first administrator.
Hammond Water and Big Creek Water District merged in January 1978 to form BC-H Service Company, a joint management entity that improved operational efficiency and reduced overhead costs for both water systems. In April 2000, Hammond Water District joined with 12 other local water districts to purchase the Duke Power Water Plant on Lake Hartwell, forming the Anderson Regional Joint Water System that now manages both distribution infrastructure and water treatment operations.
