Highland Park operates under a council-manager government structure. The City Council comprises seven members, including an elected mayor and six councilmembers. Elections occur every four years for the mayor and three councilmember positions with concurrent term expirations. Daily operations are managed by a professional City Manager and experienced staff skilled in municipal administration.

The city benefits from several citizen volunteer commissions who actively participate in policy development. Highland Park's municipal government mission focuses on delivering fiscally responsible, high-quality services through effective, transparent, and collaborative governance. Core priorities include: 1) financial stability; 2) public safety; 3) infrastructure investment; and 4) community vibrancy.

At the beginning of this year, the City presented its 2018 Work Plan identifying major public initiatives, significant matters for Council consideration, and substantial departmental projects built on the foundation of these key priorities. This work plan undergoes regular review and updates, with quarterly reports provided to the Council.
