About Us
The Village obtains its municipal water from the Central Lake County Joint Actions Water Agency (CLCJAWA), an inter-governmental cooperative serving multiple communities including: Grayslake, Gurnee, Lake Bluff, Libertyville, Lindenhurst, Mundelein, Round Lake, Round Lake Beach, Round Lake Heights, Round Lake Park and Lake County representing unincorporated areas of Knollwood and Roundout, Vernon Hills, Wildwood and Grandwood Park.
The Village maintains several backup emergency wells that undergo regular maintenance, flushing, and monthly bacteriological quality testing to ensure reliability if needed. Residents can review well sample results upon request. The water system includes storage facilities, pumping stations, and valve networks creating four distinct pressure zones throughout the community.
Water Treatment Process:
Water drawn from Lake Michigan undergoes treatment at CLCJAWA's Paul M. Neal Water Treatment facility in Lake Bluff. Their advanced purification method begins with ozone treatment to eliminate microorganisms and break down contaminants. The ozone, generated on-site from air, is bubbled into the water and later converted back to oxygen.
Next, a coagulant is added to remove sediment and impurities. After clarification, the water passes through activated carbon and sand filters to eliminate remaining turbidity. Turbidity (water clarity) is monitored continuously by automatic equipment and manually twice daily in the laboratory as a key indicator of water quality and filtration effectiveness.
Following filtration, ultraviolet light treatment inactivates any remaining organisms. Finally, the purified water receives chlorine for protection during distribution, fluoride for dental health, and a small amount of phosphate (a common food additive) to protect water from metals in home plumbing systems like lead and copper.
CLCJAWA has earned the Excellence in Water Treatment award for 13 consecutive years and was the third facility nationwide to achieve this distinction from the Partnership for Safe Water. This voluntary program, partially sponsored by the EPA, holds participants to higher standards than current water regulations require.

Community Overview
The Village of Libertyville is located in south central Lake County, approximately 37 miles from Chicago and seven miles west of Lake Michigan. As an established residential community, Libertyville has traditionally served as a significant market and service center for central Lake County. Since 1960, the population has more than doubled to approximately 22,000 residents as the Village has participated in the economic expansion of the Chicago metropolitan area.
Historical Context
Recent efforts to restore and preserve historic Libertyville contribute to the traditional hometown atmosphere. Though now largely developed, the Village has expanded from its original boundaries and is currently bounded by Saint Mary's Road (east), Midlothian Road (west), Route 137 (north), and Hollister Drive (south). Today's Libertyville balances modern community services while embracing its significant historical heritage.
From Vardin's Grove to Independence Grove
Modern Libertyville's history begins in the 1830s when English settler George Vardin and his family established what became known as "Vardin's Grove." During an Independence Day celebration in 1836, residents voted to rename their settlement "Independence Grove." When mail service between Chicago and Milwaukee was established that same year, residents petitioned for a post office, which was granted on April 16, 1837. The village was officially registered as "Libertyville" on that date because an Independence Grove post office already existed elsewhere in the state.
Development and Expansion
The Milwaukee and St. Paul Railroad (now the Metra Milwaukee District North commuter line) extended to Libertyville in 1881, spurring rapid growth with new schools, churches, stores, factories, lumber yards and homes. The Village was incorporated in 1882 with John Locke as its first president.
