About Us
We are proud to present our annual water quality report covering testing conducted from January 1 through December 31, 2017. Over the years, we've committed ourselves to delivering high-quality water that meets all state and federal standards. We continuously implement new methods to provide the best quality water to homes and businesses in our service area.
As new water safety challenges emerge, we remain vigilant in meeting our goals of source water protection, conservation, and community education while meeting the needs of all our customers. Source Water Assessment
The primary potential threats to Highridge's water supply include:
- Accidental spills along roadways within the assessment area
- Possible contamination from small residential sewage facilities
- Nonpoint source contamination from agricultural activities
- Environmental impacts from pesticide/herbicide use, mining, logging, and road de-icing
- Potential leaks from underground fuel storage tanks

Of the 452 million gallons distributed to customers, approximately 761,206 gallons were purchased from Blairsville Municipal Authority. Important Health Information
Some individuals may be more vulnerable to water contaminants than the general population. People with compromised immune systems—including those undergoing chemotherapy, organ transplant recipients, HIV/AIDS patients, elderly individuals, and infants—may face higher infection risks. Potential Water Contaminants
To ensure tap water safety, the EPA and DEP set regulations limiting contaminant levels in public water systems. FDA and DEP regulations establish similar limits for bottled water. All drinking water, including bottled water, may reasonably contain small amounts of certain contaminants, which doesn't necessarily indicate a health risk.
Water sources (both tap and bottled) include rivers, lakes, streams, ponds, reservoirs, springs, and wells. As water travels over land or underground, it dissolves naturally occurring minerals, sometimes radioactive materials, and substances from animal presence or human activity.

The High Ridge Water Supply Company was established in 1906 as a Pennsylvania Railroad Company subsidiary to provide water exclusively for railroad operations at New Florence, Lockport, Bolivar, Hillside, and Josephine water stations, plus engine houses at Blairsville, Derry, and Latrobe.
Between 1935 and 1982, as railroads shifted to diesel power, water consumption declined significantly. The railroad began selling its water subsidiaries, and the new owner, General Waterworks Corporation of Philadelphia, explored expanding service to residential customers in Hillside, Torrance, Brenizer, Robb, Black Lick, and Armagh.
From 1982 to 1991, under new ownership as Central Pennsylvania Water Supply Company, the utility acquired Mace Springs Water Company of Bolivar and Ninevah Water Company (Penelec) in Seward, adding approximately 1,000 new customers.
In 1991, Indiana County Commissioners formed Highridge Water Authority to purchase and modernize the system, bringing it into compliance with federal Safe Drinking Water legislation. Through mergers with Wheatfield Water Authority (1992), Derry Township Water Authority (1993), and Southeastern Indiana County Water Authority (1997), approximately 1,250 additional customers joined the system.
By 2010, following expansion into several Westmoreland County communities and the dissolution of Lower Indiana County Municipal Authority, Highridge served more than 11,000 residents. Recent growth includes a 150-household extension to the Sundial area of Derry Township and integration of the New Florence system in 2014.
Major customers in the service area include two electric generating stations near Seward and New Florence, along with Westinghouse in Derry Township.
