About Us
The State College Area Water Authority is proud to present our annual "Water Quality Report" for 2017. This report contains vital information about water quality metrics and how they compare to regulatory standards set by state and federal agencies.
We extend our gratitude to our 37 dedicated staff members and 7 Board members whose commitment helps maintain one of Pennsylvania's premier water systems—a system that consistently meets all regulatory standards year after year.
Our infrastructure includes a state-of-the-art water treatment facility, 23 wells, and one reservoir, with a total permitted capacity of 9.1 million gallons daily. We proudly serve State College Borough and portions of Benner, College, Ferguson, Harris, and Patton Townships.

The Authority's source water assessment aimed to evaluate potential contamination risks and maintain or enhance natural water quality. Each potential contaminant received a priority rating from "A" (high risk) to "F" (low risk), based on factors including travel time, persistence, volume, and water source sensitivity.
Transportation corridors ranked highest (rating "A") among potential contamination sources, with highways present throughout all SCBWA well field areas. Routes US 322 and I-99 pose particular concerns for potential spills, contaminated runoff, and road salt infiltration. Residential and light industrial developments, present in all contributing areas, received a "B" rating, while sewer lines throughout the region were rated "C" due to potential intermittent overflows.

The State College Water Company began as a private enterprise in 1896 and operated until April 1, 1936, when the Borough of State College purchased the entire operation. On June 14, 1940, the State College Borough Water Authority was incorporated under the Pennsylvania Municipality Authorities Act, which establishes Authority powers for developing, acquiring, owning, operating, improving, and maintaining water works and distribution systems.
The Authority acquired the water system from the Borough on September 13, 1941, for $233,000. At that time, the system served a population of 13,409 (including borough residents, outside customers, and students). System improvements began immediately after the Authority assumed operations.
Over the decades, bonds have been issued to finance numerous capital improvements, including well exploration, replacement of smaller mains with larger pipes, and construction of water storage facilities. In June 1954, the Authority pioneered public health measures by implementing water fluoridation after extensive studies, a practice now widely adopted throughout Pennsylvania.
Today, the State College Borough Water Authority maintains over 16,000 metered connections and 270 miles of water mains across State College Borough and portions of Benner, College, Harris, Halfmoon, Patton, and Ferguson Townships. The infrastructure includes 7 well fields, the Shingletown Reservoir, and a 6 million gallon per day (MGD) treatment plant. The system serves over 75,000 people with an average daily usage of 5.0 MGD and peak demand of 6.0 MGD. Thirteen water storage tanks provide 15.75 MGD of storage capacity.
The Authority operates on a $6 million budget, with over $2 million allocated annually for capital improvements. Seven Board members oversee operations, with a staff of 38 employees delivering reliable service to the community.
