The Pretreatment Program at Lower Bucks County Joint Municipal Authority was established to align with Clean Water Act requirements and general Pretreatment Regulations. This program effectively manages non-local waste discharges into the Publicly Owned Treatment Works (POTW).
The program's primary purpose is preventing toxic discharges that could disrupt treatment processes, violate POTW effluent limits, contaminate municipal sludge, or otherwise interfere with POTW operations. The Authority implements control through an annual permitting system and enforcement of Rules and Regulations.
Industrial users undergo scheduled monitoring, with additional unscheduled checks conducted by the Authority. Violations trigger appropriate Enforcement Actions to address non-compliance and prevent recurrence. The program continuously updates to reflect relevant Environmental changes, with new requirements communicated to Industrial Users.
Oil and grease treatment represents the Authority's most significant operational challenge. When improperly discharged into sanitary sewers, these substances typically cause backups regardless of quantity or temperature. Proper disposal involves placing oil and grease in containers with regular household or industrial trash.
Food establishments within the Authority's service area must install 1,000-gallon baffled two-compartment grease traps, obtain permits, and adhere to permit requirements. This permitting system enables waste control, though effectiveness depends on compliance. Non-compliance by food establishments or industries results in Enforcement Action until requirements are met.
The Authority's Pretreatment Program aims to protect POTW integrity, contributing to the ultimate goal of preserving Delaware River water quality. Business owners or prospective buyers in the Authority's service area should review the Authority's Pretreatment Resolution and Wastewater Discharge Permit Application.
