Hope Water and Light's water is sourced from both the Little River and nine groundwater wells. The surface water from Little River undergoes treatment at a specialized facility near Fulton, Arkansas. Six wells located in the Oakhaven region north of Hope draw from the Tokio Aquifer, while three wells within Hope city limits pull water from the Nacatoch Aquifer into a ground storage tank.

The surface water treatment plant has a capacity of 6.0 million gallons per day (mgd). The Oakhaven wells contribute approximately 2.8 mgd directly into the distribution system, requiring only chlorine addition at each location. The three Hope wells provide about 0.8 mgd to the ground storage tank, where the chlorinated water is then pumped into the distribution system.

This creates a total production capacity of approximately 9.6 mgd, with maximum daily usage around 5.09 mgd. The water system maintains 4,750,000 gallons of storage capacity through four elevated tanks and one ground storage clear well at the treatment plant, all equipped with backup generators. The system also includes a 500,000-gallon ground storage tank without backup power.

During a complete power outage, 6.0 mgd can still be treated and supplied to HWL customers thanks to backup generators at the raw water intake, treatment plant, and all booster stations. Water rates are established by the Hope Water and Light Commission based on scheduled financial studies to meet operational needs and maintain infrastructure for safe, reliable water service.
