About Us
The Jasper Waterworks and Sewer Board proudly presents our 2016 Annual Water Quality Report. This document aims to keep you, our valued customers, informed about your municipal water and wastewater services. A crucial component is the Customer Confidence Report, mandated by the Safe Drinking Water Act.
In the mid-1970s, the Safe Drinking Water Act established national standards requiring all public water systems to monitor and limit specific contaminants. The Jasper Waterworks routinely examines your water according to these federal and state regulations. Our monitoring results from January through December 2015 are presented in this report.
Federal regulatory changes will require significant facility upgrades at substantial cost to meet new water and wastewater requirements. We remain committed to maintaining reasonable rates while implementing these necessary improvements. Another priority is enhancing customer service across all aspects of our operations.
This report summarizes our extensive testing for potential contaminants. We're proud that our water meets or exceeds safety standards. Water Source
The Mulberry Fork of the Warrior River supplies all Jasper Waterworks customers. Alabama's Department of Environmental Management classifies this as a Surface Water Source. We've completed a comprehensive source water assessment as required by regulations. The assessment determined our source water has a LOW susceptibility rating with no significant risks to customers.
Treatment Process
At the Laye-Williams Filter Plant, river water undergoes aeration to prevent taste and odor issues. We add Chlorine Dioxide as a pre-oxidant to reduce disinfection byproducts and address potential taste concerns. Lime adjusts pH, while potassium permanganate aids in organic removal. Alum serves as a coagulant as water passes through flocculation and settling basins before entering rapid sand filters. Chlorine provides disinfection, and fluoride protects dental health. The finished water rests in clear wells with 4.785 million gallons capacity before distribution. Our facility can process 18 million gallons daily, sufficient for projected needs for several years.
History and Management
Established in 1942 as a non-profit municipal corporation, the Waterworks Board has overseen Jasper's water system for over six decades. The gas system joined in 1949, and sewage operations in 1981. After the gas system's sale to Alagasco in 1986, the organization became the Jasper Water Works and Sewer Board in 1991. Our board consists of five members appointed by the Jasper City Council.
The original Cordova treatment facility from the 1930s served Jasper until the Laye-Williams Plant opened in 1977, with improvements in 1986, 1995, and 1999. This facility has received multiple "BEST OPERATED PLANT" recognitions. Our wastewater treatment facility, built in 1961, underwent expansions in 1987 and 1996.
Health Information
Some individuals may be more vulnerable to water contaminants than the general population. Those with compromised immune systems—including cancer patients undergoing chemotherapy, organ transplant recipients, HIV/AIDS patients, elderly individuals, and infants—should seek advice from healthcare providers. EPA and CDC guidelines on reducing infection risks are available from the Safe Drinking Water Hotline (800-426-4791).
If present, elevated lead levels can pose serious health risks, particularly for pregnant women and young children. Lead primarily comes from materials in service lines and home plumbing. While we provide quality water, we cannot control the components used in household plumbing systems.

The Waterworks and Sewer Board operates as an independent public utility serving Jasper, Alabama.
