California Water Utility Companies

The state has established an implementation timeline for the Sustainable Groundwater Management Act (SGMA) and development of a Groundwater Sustainability Plan (GSP). As a medium priority basin, our strategy must be completed by January 31, 2022.

Our first step was submitting a Notice of Intent to become a Groundwater Sustainability Agency (GSA). The Lakeside Water District Board of Directors voted to become a GSA during a public hearing on October 4, 2016, meeting the January 1, 2017 deadline. Other agencies in the San Diego River Valley Groundwater Basin also participated, including San Diego County, City of San Diego, Padre Dam Municipal Water District, and City of Santee (which later changed to Voluntary Participant status).

In November 2017, our GSA group applied for and received a grant covering up to $600,000 of the estimated $1.2 million GSP development cost. The SGMA provides regional agencies with groundwater management tools to meet sustainability requirements, including:

  • Conducting necessary investigations
  • Enforcing well registration and water measuring device installations
  • Requiring annual extraction statements
  • Regulating well spacing and limiting extractions
  • Assessing fees to implement management programs

Lakeside Water District aims to enable property owners to pump groundwater responsibly while complying with our Groundwater Sustainability Plan. We will provide stakeholders opportunities for input throughout GSP development through email updates and public workshops.

Note: In May 2018, the Department of Water Resources proposed downgrading the San Diego River Valley's rating from medium to very low priority, which would exempt it from SGMA requirements. The final determination is expected after the public comment period concludes in fall 2018. As a GSA, Lakeside Water District will maintain a cautious approach to future management plans regardless of the outcome.
