The Town and Village of Malone, New York carries a rich historical legacy dating back to March 2, 1805, when the town was first established. The Village of Malone wasn't incorporated until 1853, at which time it had a population of 2,039 residents.

Originally, Malone Township encompassed over 750,000 acres, but this vast territory has since been divided into Franklin County's nineteen townships. Every township except Bellmont, Burke, Chateaugay and Franklin was formed either directly or indirectly from Malone's original boundaries.

John and Nathan Wood were the first settlers to arrive in 1802, with many subsequent settlers migrating from Vermont. Early Malone boasted diverse industries including sawmills, tanneries, and checking mills. The area even supported an operational iron mine beginning in 1815.

When Franklin County was established in March 1808 (split from Clinton County), Malone became the County Seat. A combined courthouse and jail was constructed two years later, which also served as a community worship space until dedicated churches could be built.

Franklin Academy, founded in 1806, was the county's first school. Initially, it operated without state certification because local residents couldn't guarantee the required $100 annual funding. By 1831, when financial requirements had doubled, 73 residents from Malone and surrounding areas pooled resources to secure official chartering. This charter was extended indefinitely in 1851, and though the Academy merged with village schools around 1868, it maintained its corporate identity with an independent Board of Trustees.

The War of 1812 catalyzed significant road development in and around Malone. Following the war, stagecoach service connected Plattsburgh and Ogdensburg through Franklin County. By 1850, the Ogdensburg and Champlain Railroad (predecessor to Penn Central) was completed, providing the North Country with improved transportation infrastructure. The railroad's headquarters and main repair facilities in Malone brought an influx of workers and provided crucial market access for the dairy industry. Creameries proliferated, making butter and cheese the county's primary agricultural exports.

The Salmon River enters the southeastern corner of Malone and flows through the entire township, passing through the village center. With a 600-foot elevation drop through the town, the river provided essential waterpower for early industries along its banks. Today, the Salmon River remains a vital water resource, prized for fishing, visual beauty, and as a scenic attraction for residents and visitors alike.

  2. What is the water hardness level in the Township? Hardness varies depending on which system serves your home. The North System registers at 18 grains of hardness while the South System measures 12 grains.
  3. Can my plumber shut off my water service for repairs? No, ONLY Township personnel are authorized to operate the cut-off valve! If your valve is inaccessible or damaged, it's your responsibility to contact a plumber for repairs, but you MUST schedule an appointment with our Utility Billing Department at 651-747-2754 to have Public Works staff turn water on or off. Someone 18 or older must be present during the appointment.
  4. I have no water, what should I do? First check if water valves near your meter are open (turn counter-clockwise). If this doesn't resolve the issue, call our Utility Billing Department at 651-747-2754 to schedule a service visit. Someone 18+ must be home during the appointment.

  7. How often are Water, Sewer, and Stormwater services billed? Township Utility Bills are issued quarterly.
  8. Where can I find current Utility Rates? Current rates can be viewed on our website.
  9. I'm planning yard work and need utility locations marked. What's the process? DO NOT dig without first calling Gopher State One Call at 651-454-0002 or 811 to mark underground utilities on your property. This is legally required before any excavation, with 48-hour advance notice. Gopher State will notify all relevant utility companies to mark their services.
  10. What information do I need when installing a water softener?
    • Hardness: North System - 18 grains; South System - 12 grains
    • pH Level: 7.6
    • Iron Content: Contact the Township for specific information based on your location
    • Note: A permit is required for water softener installation!
  11. Are there watering restrictions in the Township? Yes, White Bear Township maintains year-round outdoor watering restrictions. Even-numbered addresses may water on even calendar days between 6:00-10:00 a.m. and 6:00-10:00 p.m. only. Odd-numbered addresses may water on odd calendar days during the same time periods. Violations incur a $40.00 fine. New sod installations may qualify for temporary exemptions by calling the Township Office at (651)-747-2750.
