East Rio Hondo Water Supply Corporation (ERHWSC) is located in Cameron County, Texas, approximately 6 miles from the U.S./Mexico border. The Corporation was established in the 1970's to provide potable water service to rural areas of Rio Hondo and Cameron County.
ERHWSC serves the region north of SH 100, east of US Highway 77/83, south of the Cameron/Willacy County boundary and floodway, extending east to the Laguna Madre. This excludes Harlingen, Los Fresnos, San Benito, Combes, Rio Hondo and Laguna Madre Water District territories. The corporation serves approximately 24,000 residents in unincorporated areas.
The Texas Commission on Environmental Quality (TCEQ) authorizes water service through Certificate of Convenience and Necessity (CCN) No. 11552. The system spans roughly 407 square miles with approximately 7,250 retail water meters plus 500 additional meters served through wholesale accounts.
ERHWSC operates a wastewater treatment facility and collection system for the Lozano and Las Yescas communities under CCN No. 20861. Phase 1 of these improvements was financed by USDA-Rural Development. A planned second phase will expand treatment capacity and extend service to Arroyo Gardens, Lantana, Arroyo Colorado Estates, and San Vicente.
The corporation operates three surface water treatment plants: a 0.675 MGD facility in Arroyo City, and two plants near San Benito (3.2 MGD and 8.0 MGD). Additionally, they operate a 2.0 MGD Reverse Osmosis plant west of Combes that treats brackish groundwater. These facilities operate under TCEQ ID numbers 000310096, 000310031 and 000310094.
ERHWSC supplements its water supply through an interconnection with the City of Harlingen Waterworks System northwest of Harlingen Airport, providing an additional 6.0 million gallons monthly (200,000 GPD) under a contract expiring February 2019. The organization is actively planning east-west transmission infrastructure improvements to maintain reliable service throughout their system.
