To ensure tap water safety, the EPA establishes regulations limiting contaminant levels in public water systems. Modern Electric Water Company (MEWCO) was established in 1905 by D.K. McDonald, R.A. Hutchinson, and A.C. Jamison. The company's primary function was to provide water system services to approximately 3,000 acres of land sold by Modern Irrigation and Land Company, also owned by the same founders.

Each share of stock in MEWCO carries no financial value but represents one vote in Board of Directors elections. Company policies are developed under the guidance of a five-member Board, with directors required to own property in the service area and elected for three-year terms. Board meetings occur on the third Tuesday monthly, with elections held during the Annual Shareholder Meeting on the last Saturday of February.

As the Spokane Valley region transitioned from rural to urban, the company shifted its focus from irrigation to providing electricity and water for residential and commercial needs. Today, this non-profit, customer-owned utility serves about 10,000 customers in the Opportunity neighborhood of Spokane Valley, Washington. As a preferred customer of Bonneville Power Administration, Modern Electric Water Company offers some of the area's most affordable electricity rates. Their commitment to reliable, efficient service at minimal cost drives their daily operations to maintain consistent electricity and water service.
