About Us
OUC draws water from the Lower Floridan Aquifer, a subterranean reservoir located approximately a quarter mile below ground in many areas. This natural water source undergoes filtration through hundreds of feet of rock, providing a natural purification process. Once pumped to treatment facilities, OUC implements additional measures to ensure safety and enhance quality.
Conservation efforts remain a year-round priority for OUC. Through educational events, campaigns, student initiatives, and media outreach during drought periods, we strive to highlight water's essential role in daily life and the importance of protecting our supply.
All seven OUC water treatment plants utilize ozone treatment to produce high-quality tap water, branded as H2OUC. Ozone effectively oxidizes hydrogen sulfide, improving taste and odor while reducing necessary chlorine levels. The result is clean, refreshing water with excellent clarity. As legally required, we add chlorine to maintain water quality throughout the distribution system, along with fluoride to promote dental health. We also adjust pH using sodium hydroxide to prevent copper and lead leaching from customer plumbing systems.
Security remains paramount at all OUC water facilities. Each plant features comprehensive security systems including intrusion detection, alarms, surveillance cameras, and perimeter fencing. Armed security personnel and law enforcement regularly patrol these facilities, ensuring the safety of your water supply.
OUC is a municipal utility owned by Orlando citizens and governed by a commissioner board. We provide electric and water services to more than 240,000 customers across Orlando, St. Cloud, and parts of unincorporated Orange and Osceola counties. As one of Florida's largest water utilities, we serve approximately 435,000 residents.

Over the past century, as Orlando evolved from a small community into a vibrant city, OUC–The Reliable One has served as a backbone of infrastructure, providing residential and commercial clients with dependable, cost-effective electric and water services.
OUC's legacy dates back to 1922 when Orlando purchased the privately operated Orlando Water and Light Co., which had been functioning since 1901. City leaders issued $975,000 in bonds to acquire and improve the utility. In 1923, the state Legislature granted the city a charter to establish the Orlando Utilities Commission to manage the system. After voters approved an additional $575,000 in bonds for expansion, OUC constructed a new, larger facility—the Lake Ivanhoe Power and Water Plant on North Orange Avenue—which now stands as a performing arts center.
Orlando's initial $1.55 million investment has grown into a utility with assets exceeding $2 billion and annual operating revenues over $865 million. Electric sales have increased from 7 million kilowatt hours annually to more than 8.5 trillion kilowatt hours per year. Similarly, water distribution has risen from under 700,000 gallons annually to 31 billion gallons yearly.
During its 90+ year history, OUC's customer base has expanded from approximately 5,000 electric and water customers to more than 246,000, serving a population exceeding 435,500. To accommodate this growth, OUC has constructed and expanded four power plants and eight water facilities over the years, all financed through revenue-secured bonds. Throughout this expansion, OUC has maintained double A bond ratings, among the highest granted by analysts.
