About Us
Salt Lake City Public Utilities has recently completed a comprehensive assessment of its Local Limits framework. These technically-based limits are designed to safeguard the Water Reclamation Facility (WRF) from industrial discharges that could potentially cause interference, contamination pass-through, or reduce wastewater treatment effectiveness.
The Local Limits Analysis includes a detailed evaluation of the WRF's operational capabilities, determination of industrial and facility pollutant loads, identification of contaminants of concern, field sampling protocols, calculation of permissible facility loading levels, and implementation strategies for the revised limits.
As of April 2015, the proposed Local Limits are undergoing public review and input. Before implementation, these regulations must receive Salt Lake City Authority endorsement, undergo Utah Division of Environmental Quality (UDEQ) public notification and approval, followed by final Salt Lake City Authority adoption. Currently, Salt Lake City Public Utilities is actively engaging with Council representatives to address analytical questions from the assessment.

Roy Water Conservancy Subdistrict was established on February 16, 1965. Construction of the Subdistrict infrastructure began in 1974 and was completed in 1977. The project was developed as a small reclamation initiative through the U.S. Bureau of Reclamation's Small Reclamation Loan Act.
Initial federal funding for the Subdistrict infrastructure totaled $8,400,000, with current valuation exceeding $40,000,000. While the Roy Water Conservancy Subdistrict auxiliary water system was originally built primarily for agricultural needs in the Roy City area, today its main purpose is providing pressurized irrigation for residential lawns and gardens, as well as conserving, developing, and stabilizing water supplies for domestic, irrigation, power generation, manufacturing, and other beneficial uses.
On April 30, 2007, Roy Water Conservancy Subdistrict became Roy Water Conservancy District due to changes in Utah Code. The District's service area is entirely within Weber County and within the Weber Basin Water Conservancy District boundaries. While primarily serving Roy City, it has expanded to include portions of West Haven, Hooper, and Riverdale. The District maintains over 10,000 auxiliary water connections serving approximately 40,000 residents across 135 miles of pressurized pipeline, supporting 5,528 acres of residential lawn and garden irrigation along with limited agricultural use.
