The San Gabriel County Water District was established on November 12, 1921 under the County Water District Act (Statutes 1913, P. 1049). This legislation allows residents of any county area—incorporated, unincorporated, or both—to organize a District to provide water for domestic, agricultural, and industrial purposes.
The District's assets are publicly owned, belonging to the community members similar to city property. The first water board election occurred on January 10, 1922, with the inaugural Board of Directors meeting held on February 20, 1922 at the District's original office at 538 West Mission Drive, San Gabriel.
Initially, the District encompassed areas within San Gabriel city limits and unincorporated regions beyond. Through expansion initiatives, the District's territory now consists of approximately 60% within San Gabriel and 40% across Rosemead, Temple City, and unincorporated County areas.
Per the County Water District Act, a five-member Board of Directors elected by District voters oversees operations. Board members must reside within the District boundaries and are responsible for approving expenditures, establishing water rates, and potentially levying charges for bond payments or operational costs.
The Board continuously monitors conditions affecting the water supply, securing water rights and planning infrastructure to meet community demands. Currently, the District maintains 8,900 active services serving roughly 45,000 residents across 2,680 acres. Infrastructure includes three reservoirs with 12.8 million gallons combined storage capacity, five active wells, and 82 miles of water mains.
