SMCMUA is a public entity established under N.J.S.A. 40:14B-1, providing potable water services to residents within its District (Morristown, Morris Township, Hanover Township, and Morris Plains Borough) as well as select customers in surrounding areas including Chatham, Mendham, Harding, Randolph and Parsippany-Troy Hills Townships and Florham Park Borough.

The Authority also supplies wholesale water to the Morris County Municipal Utility Authority (MCMUA) and Wharton Borough. Serving approximately 65,000 residents, SMCMUA delivers an average of 8.3 MGD with peak demand reaching over 12.4 MGD during high-usage periods.

Water sources include surface water from the Clyde Potts Reservoir and groundwater from glacial sand and gravel aquifers and the Brunswick aquifer. Treatment processes vary by source: reservoir water undergoes membrane filtration, granular activated carbon adsorption, corrosion control treatment (CCT) and chlorine disinfection. Groundwater sources receive chlorine disinfection, with specialized treatment at selected wells for removing volatile organic compounds and manganese.

SMCMUA supplements its supply through interconnections with MCMUA (groundwater sources) and Passaic Valley Water Commission (PVWC). PVWC water comes from their Little Falls Water Treatment Plant (treating Passaic and Pompton River waters through coagulation, sedimentation, ozone disinfection, filtration, and chlorination) and/or from the North Jersey District Water Supply Commission's Wanaque Water Treatment Plant (treating reservoir water through coagulation, sedimentation, filtration, and chlorination).
