About Us
We're delighted to present this year's Annual Water Quality Report. This document highlights the quality of water and services we provide daily. Our primary goal is to deliver safe, reliable municipal water to your home. We want to share our ongoing efforts to enhance our water treatment systems and protect our valuable water resources. Our commitment to water quality remains unwavering.
Our water comes from the Floridan aquifer's groundwater. After extraction, it undergoes reverse osmosis treatment, chlorination for disinfection, fluoridation to prevent tooth decay, and phosphate addition for corrosion control. In 2017, Florida's Department of Environmental Protection conducted a Source Water Assessment on our system to identify potential contamination sources near our wells. Seven potential contamination sources were identified, all with low susceptibility levels. The SWA report is available at: www.dep.state.fl.us/swapp.
We're proud to report that our municipal water meets all federal and state requirements. For questions about this report or our water utility, please contact Rick Riniolo at (772)340-0220. Reports are available at 450 SW Utility Dr, Port Saint Lucie, Florida 34986. We encourage customers to stay informed about their water utility by attending our monthly meetings, held the first Tuesday of each month at 9:00 am at our main office.
St. Lucie West Services District routinely monitors contaminants according to Federal and State regulations. This report covers January 1 to December 31, 2017, with some earlier data included as required by regulations. Below you'll find technical terms explained for better understanding:
- Maximum Contaminant Level (MCL): Highest permitted contaminant level in municipal water
- Maximum Contaminant Level Goal (MCLG): Level below which no known health risks exist
- Action Level (AL): Concentration triggering treatment requirements
- Maximum Residual Disinfectant Level (MRDL): Highest allowed disinfectant level
- Parts per billion (ppb)/million (ppm): Measurement units for contaminants
- Picocurie per liter (pCi/L): Measure of radioactivity in water

ABOUT US... The St. Lucie West Services District is a community development district established in 1990 under Florida Land and Water Adjudicatory Commission guidelines, operating under Chapter 190 of Florida Statutes. The District provides residents with essential services including:
- Potable water treatment and distribution
- Wastewater collection, treatment and reuse
- Landscape maintenance
- Drainage and water management
- Reclaimed irrigation systems
The District is governed by a five-member Board of Supervisors, all residents elected to four-year terms. The Chairman is selected by Board members. Over 40 staff members support general District operations and water/wastewater services. Board members and staff adhere to Florida's Code of Ethics for Public Officers and Employees (Chapter 112, Part III, Florida Statutes).
Our water facilities include a reverse osmosis treatment plant, storage tanks, and approximately 64 miles of transmission and distribution lines. The system utilizes 3 raw water supply wells providing up to 4,200 gallons per minute from the Floridian Aquifer. In November 2005, we commissioned a new reverse osmosis plant, expanding treatment capacity from 2.1 to 3.4 million gallons per day (mgd), serving 6,740 water customers.
Our wastewater facilities include a 2.0 mgd treatment plant, 53 miles of gravity sewer lines, 22.5 miles of force main, and 18.5 miles of reuse effluent force mains, serving 6,740 customers. We maintain an irrigation system that repurposes highly treated wastewater. This treated water contains no active coliform bacteria, and we conduct testing four times weekly to ensure premium quality. With household demand exceeding 500 gallons per day (gpd) but sewage flow only 150 gpd, we supplement irrigation with water from several stormwater retention lakes. Future system expansions will provide increased daily flow and improved water pressure.
