This annual water quality report, based on data collected during 2017, aims to inform you about your municipal water quality. Our mission is to provide you with safe, dependable water while being transparent about our efforts to protect your water supply.

The 1996 Safe Drinking Water Act amendments require all community water systems to provide customers with an annual water quality report by July 1st each year. Your water system is customer-owned and operated by the Sun Valley General Improvement District.

We recognize this report contains complex information. The content, language, and format for reporting compliance monitoring results are legally mandated. We've worked to present all necessary information in a readable format at minimal cost.

The District owns and maintains approximately 100 miles of water mains, 120 miles of sewer mains, two sewer vaults, multiple pressure reducing vaults and pumping stations, and nine water storage tanks. Since its establishment, all service connections have been metered. In the early 1990s, the District upgraded to an automated metering system.

  1. What interest accrues on delinquent taxes? Unpaid tax bills incur a 14% interest rate per annum.
  2. Which tax year am I currently paying? Real Estate taxes cover the calendar year, though you're taxed on property value based on previous year assessments. Vehicle tax is always 12 months in arrears.
  3. What is the cost for a Municipal Lien Certificate? The fee is $25.00.
  4. How can I receive a 2% discount on my taxes? Pay the full year IN FULL by the end of the first quarter (May 31st). Payments can be mailed or made in person at Town Hall.
  5. When are tax bills mailed? Tax bills are mailed during the first week of May.
  6. Can water bills be paid at Town Hall? Water bills may be paid in person at the Cumberland Water Department office at 98 Nate Whipple Highway. Cash, money orders, personal checks and credit cards are accepted Monday through Friday, 7:00 am to 3:00 pm. Payments can also be mailed to the office or to PO Box 666, Providence, RI 02901-0666.
  7. How are my taxes determined? Taxes are calculated based on the budget and levy. The proposed budget and tax rates are reviewed and approved by the State of Rhode Island. After public hearings, the city adopts a budget reflecting services provided and their costs. Property taxes are ad valorem (based on value). Your share of the tax burden relates to your property's value compared to others in town.
  8. Why did I receive a vehicle tax bill for a vehicle I no longer own? Motor vehicle excise taxes apply for the period the vehicle was registered during the previous calendar year. When you no longer own a vehicle, cancel the registration and return plates to the registry. Keep your TR-3 form as proof of cancellation. If you retain plates or let them expire, the vehicle is taxed until the registration expires.
  9. Why is my vehicle's assessed value higher than its actual market value? Excise tax values are legally mandated (RIGL 44-34-9 and RIGL 44-34-11) using the National Automobile Dealers Association (NADA) Used Car Guide and similar publications. Condition, mileage, and market value of individual vehicles aren't considered for excise tax valuation.
