Wagoner County Rural Water District #4 was established on June 19, 1967, under Oklahoma's Rural Water Districts Act, following a petition by three local landowners. The district headquarters is located at 9816 S. 239th East Ave. in Broken Arrow (918-258-2331).
The district is owned by unit holders (tap holders) and governed by a five-member board consisting of Arnold Kunze (Chairman), Charles Stinnett (Vice-Chairman), Gary Rogers (Secretary-Treasurer), Jim Self (Director), and Greg Bisdee (Director).
District management includes Operations Manager Rick Lang and Business Manager Bill Giles, whose combined experience enhances responsiveness to community needs and helps establish a vision for future growth and service.
The district operates its own water and sewer plants. A water plant expansion completed in November 2006 doubled system capacity. Consistent growth is anticipated to continue for years to come.
A five-year improvement plan was developed based on recommendations from a recent engineering hydraulic study. Many improvements were completed as part of the "District Wide Improvement Project" finished in Fall 2011.
Broken Arrow has always been home to the district, reflecting its commitment to serving and growing with the rural community. The district is an active member of the Oklahoma Rural Water Association and the Broken Arrow Chamber of Commerce.
With 21 employees, the district aims to provide the highest quality potable water to all residents and sewer service to portions currently served, with customer satisfaction as a primary goal.
