The Town of Wallingford encompasses approximately 39 square miles within New Haven County in south central Connecticut. With roughly 41,000 residents, Wallingford ranks as the twenty-third most populous community among Connecticut's 169 towns and cities.

Founded in 1638 and incorporated in 1670, Wallingford originally operated with separate Borough and Town governments from 1853 until consolidating under a single Town government in 1958. The town is bordered by Meriden to the north, Hamden, North Haven, and North Branford to the south, Durham and Middlefield to the east, and Cheshire to the west.

Located in the Hartford-New Haven corridor, Wallingford has excellent transportation access via U.S. Highway 5, Interstate 91, State Highway 15 (Wilbur Cross Parkway), and State Highways 68, 71, and 150.

Wallingford operates under a Mayor-Council form of government established by Charter effective January 1, 1962, with subsequent amendments in 1969, 1973, 1981, and 1989. The nine-member Town Council ensures minority representation. Elections for Mayor, Council and other town officials occur biennially in November of odd-numbered years, including the nine Board of Education members who serve two-year terms.

Per the Town Charter, Chapter V, the Mayor serves as Chief Executive Officer, responsible for department administration, law enforcement, Council reporting, budget submission, and keeping the Council informed about town finances.

Organizationally, the Wallingford Water Division operates as a self-supporting municipal entity within the Department of Public Utilities. The Town Charter establishes that the Electric, Water, and Sewer Divisions function under a Board of Public Utilities Commissioners, consisting of three resident electors, with no more than two from the same political party. These commissioners are appointed by the Mayor and confirmed by the Town Council for three-year terms beginning March 1st. The Board may enter into leases, contracts, and agreements limited to ten-year terms, with the Town Council maintaining oversight authority.
