TDEC's SWAP Report evaluates untreated water sources' susceptibility to possible contamination. To ensure safe municipal water, all public systems treat and regularly test their water. Water sources receive vulnerability ratings of moderately susceptible (high), moderately susceptible (moderate), or slightly susceptible (low) based on geological factors and human activities near the water source.

West Warren-Viola Utility District obtains its water from the Barren Fork River. The treatment plant currently operates with a 4,500,000 gallons per day potable water capacity. The District maintains four potable storage tanks and operates a 0.9 million gallons per day wastewater treatment facility on Sunny Acres Road in Morrison, Tennessee.
Established according to Tennessee state laws under Title 7, Section 82 of the Tennessee Code Annotated, the District provides water and sewerage services to southwestern Warren County. Since its formation, the District has expanded to include portions of Coffee, Grundy, and Cannon Counties.
The District was created through an Order of the County Executive of Warren County, Tennessee (entered June 9, 1982), which merged the West Warren Utility District and Viola Utility District. Under the District Act, it functions as a municipality or public corporation with perpetual succession but lacks taxation authority.
On May 5, 2008, an Order granting expansion into Coffee County was filed with the Tennessee Secretary of State and recorded in Warren and Coffee County Registers of Deed, establishing the District as a two-county utility district.
A seven-member Board of Commissioners governs the District, with members appointed by the Warren County Executive for four-year terms. The District's primary capital assets consist of water and sewer lines and mains. The District receives no financial support from Warren County and generates revenue through water and sewer fees based on metered customer consumption. The Board of Commissioners establishes water and sewer rates.
