Boone County Water & Sewer District Municipal Water Report Info
The Boone County Regional Sewer District was established through a county-wide referendum in October 1973. The initiative was placed on a special ballot by the Boone County Circuit Court in coordination with the Boone County Commission. The District was formed as a public sewer district under Chapter 204 of Missouri's Revised Statutes.

The District maintains jurisdiction over all unincorporated areas of Boone County. All registered voters in Boone County participate in District ballot issues. A five-member Board of Trustees, appointed by the County Commission, governs the District, with one commissioner serving as a board member.

Initially functioning as a planning office within the Boone County Commission, the District evolved to address growing concerns about wastewater treatment systems in unincorporated areas. Prior to the District's formation, these systems were often operated by individuals or homeowner associations without proper oversight or trained operators, frequently failing to meet Missouri water quality standards.

From 1973 to 1980, the District operated without full-time staff, with sewer matters handled by County Planning and Zoning and Public Works. In 1980, growth and increased demand for quality wastewater management prompted the District to hire a licensed wastewater operator. By the mid-1980s, the County Commission had assumed responsibility for numerous subdivision sewer systems, and in 1985, the District acquired fifteen additional wastewater collection and treatment systems from a private company.

The District has continually worked to improve its financial health, develop cooperative relationships with municipal entities, implement capital improvement programs focused on system integration, and enhance its public image through strategic facility improvements.
