Monterey receives water from multiple sources including groundwater from the Santa Chiribita, Paso Robles, and Carmel Alluvial aquifers as well as surface water from the Sand Town Desalination Plant.

Advanced treatment processes employed include reverse osmosis, iron and manganese removal, corrosion control, and disinfection to ensure microbiological safety. The water system serves residential and commercial customers across Carmel-by-the-Sea, Carmel Highlands, Carmel Area, Del Rey Oaks, Monterey, Pacific Grove, Pebble Beach, Sand City, and Seaside.

A Source Water Assessment (SWA) for California American Water - Monterey was completed in February 2003. This assessment evaluates "possible contaminating activities" (PCAs) that might impact water sources. The Monterey system's water sources were found vulnerable to several factors including: airport maintenance/fueling areas, gas stations, dry cleaners, high-density housing, military installations, regulated discharge permits, parks, storm drain permits, and both low and high-density waste systems.

Notably, tetrachloroethylene and methyl tert-butyl ether, associated with industrial activities, have previously been detected in two groundwater sources. These sources are now monitored with heightened frequency to track these contaminants. A watershed sanitary survey covering 2001-2006 was also completed to assess impacts from the Carmel River watershed.
