The sources of Papillion's tap water include both surface and groundwater resources. As water travels through natural landscapes or underground aquifers, it dissolves minerals and can pick up substances from animal or human activities.

Papillion residents receive water from eleven wells drilled into the Platte River Alluvial Aquifer, ranging in depth from 68 to 110 feet. In 2017, these wells pumped 1,488,673,000 gallons of water, with daily usage averaging 4,078,556 gallons. The maximum daily usage reached 10,620,500 gallons.

How Our Government Works
The City of Papillion operates under a mayor/council system of government. The Mayor is elected at-large by popular vote for a four-year term. The city is divided into four wards, each represented by two Council members, creating an eight-member Council. Every two years, four Council seats (one per ward) are open for election. Council members must be registered voters residing in the ward they represent.

City Council Structure
The Mayor presides over all City Council meetings and may vote when needed to create a majority. The Mayor has supervisory control over all city departments and ensures compliance with city ordinances and applicable laws. The Mayor can administer oaths, sign commissions, and has veto power over ordinances, resolutions, and contracts.

The City Council serves as the legislative branch of the municipal government. The Council maintains peace, regulates business, protects public safety, reviews taxes and fees, and allocates funds to perform these essential functions. One Council member is elected as president and presides at meetings in the Mayor's absence.

    Yes, fingerprinting services are available daily until 7 pm. You must bring your own print card, and a service fee applies.

    Property release requires an appointment. Contact the Chief Monday–Friday between 8 am–5 pm to schedule.
  3. How do I obtain an accident report?
    Accident reports are available in the police department lobby anytime. Each report requires payment by cash or money order.
  4. How do I request arrest or offense records?
    Complete an open records request form with the appropriate fee. Download the form from our website's Forms section and bring it to the police department for processing.
  5. Does Papillion Police offer civilian ride-alongs?
    Yes, but participants must complete and have paperwork approved before any ride-along.
  6. When can I visit someone in jail?
    Visitation hours are 9 am–11 am only. Visitors must present valid identification.
  7. Where should I report water/sewer emergencies?
    During business hours, call Public Works at 713-453-7411. After hours and weekends, call Police Dispatch at 713-672-2455 who will notify Public Works.
  8. Why wasn't my water service restored after payment?
    Public Works restores service as quickly as possible after receiving notification from City Hall. To avoid service interruptions, pay bills by the 17th monthly. If payment difficulties arise, contact City Hall at 713-674-8424 to arrange payment plans and avoid reconnection fees.
  9. Why does my water appear rusty?
    This typically indicates water line repairs in your neighborhood. Contact Public Works at 713-453-7411 if you notice discolored water.
