About Us
The City of Pflugerville provides residents with an annual water quality report that details your water source, testing results, and health information. This report highlights the ongoing work required to maintain Pflugerville's water quality standards and reflects our team's dedication to delivering safe, reliable water to your home.
Based on 2017 sample testing, our water meets all safety requirements. The Texas Commission on Environmental Quality (TCEQ) has evaluated our system and awarded it their highest "Superior" rating, confirming that your tap water is completely safe for consumption.
Public Engagement: The Pflugerville Public Works Department welcomes community involvement in decisions affecting our water supply. Regular City Council meetings are held on the second and fourth Wednesday monthly at City Hall (90 E Main St, Suite 500) at 7 p.m.
Emergency Notifications: We utilize Facebook, Twitter, Nixle text alerts, street signage, and local media for boil water advisories. We strongly recommend registering for emergency text notifications by texting PFPD to 888777 or visiting www.pflugervilletx.gov/connect.
Water Quality Facts: All water sources, including bottled water, naturally contain some contaminants. Water Sources: Our municipal water comes from surface water sources. As water travels over land or underground, it dissolves naturally-occurring minerals, sometimes radioactive materials, and can pick up substances from animal or human activity. Potential contaminants include:
- Microbial contaminants: viruses and bacteria from sewage treatment, septic systems, agricultural operations, and wildlife
- Inorganic contaminants: salts and metals occurring naturally or from urban runoff, industrial discharges, oil/gas production, and farming
- Pesticides and herbicides: from agriculture, urban runoff, and residential uses
- Radioactive contaminants: naturally occurring or from oil/gas production and mining

Chloramine Disinfection: Manville Water Supply Corporation uses chloramines (chlorine with small amounts of ammonia) as a disinfectant, a practice common since the 1930s. Chloramines are less potent than chlorine but more stable, providing better long-term disinfection throughout the distribution system. Benefits include fewer disinfection byproducts, better protection against bacterial regrowth in storage tanks and dead-end mains, and fewer taste and odor complaints.
Special Considerations for Chloraminated Water:
- Kidney dialysis patients should consult their medical providers about proper water treatment
- Aquarium owners need to use dechlorinating agents as chloramines remain in water for several weeks
- Rubber pipe linings may deteriorate over time

City of Pflugerville Drinking Water Company and EPACity of Pflugerville Municipal Water Report Information
PFLUGERVILLE, TEXAS is situated approximately fifteen miles north of the Colorado River along the eastern boundary of the Blackland prairies. The community was established in 1860 when William Bohls opened a general store and post office in his residence, naming the settlement after Henry Pfluger. Pfluger arrived in the area in 1849, leaving Germany to escape the Prussian War.
Henry Pfluger initially purchased 160 acres of land two miles east of Austin from his brother-in-law John Liese, who had immigrated before him. In 1853, he exchanged this property for a larger 5-mile farm east of modern Pflugerville. The family resided in a five-room log cabin where they cultivated corn, wheat, rye, beans, sweet potatoes, and sugar cane, while also raising livestock that Henry and his sons drove to market via the Chisholm Trail.
The community remained relatively small until the Missouri-Kansas-Texas railroad arrived in 1904, triggering significant growth. Otto Pfluger constructed the town's first cotton gin that same year, with a second gin established in 1909. The economic prosperity attracted additional businesses, including Otto Pfluger's ice factory adjacent to his gin. In 1913, H.H. Pfluger built the SkyDome Theater, showing motion pictures accompanied by player piano on weekends until its closure in 1928.
A weekly newspaper, The Press, served Pflugerville from 1907 to 1942. Residents had established a school in 1872 and a Lutheran church in 1875. By the mid-1890s, Pflugerville had 250 residents, doubling to 500 within a decade after the railroad's arrival.
The Great Depression halted growth as residents relocated to larger cities for employment. Population continued declining after World War II, falling to 380 by 1949. Pflugerville began gradually growing again in the 1960s and was incorporated in 1965, with a population increasing to 452 by 1968 and 662 by 1980. The Pflugerville Pflag newspaper began publication in 1980.
From 1980 through 1988, development made Pflugerville the fastest-growing community in Texas. After briefly slowing during the late 1980s recession, extraordinary growth resumed in the 1990s, with population nearly quadrupling from 4,444 in 1990 to 16,335 in 2000. The community experienced a 192% growth rate over sixteen years, with population expanding from 19,484 in 2000 to 48,356 in the 2010 census, reaching 56,893 by April 2016.
PFLUGERVILLE'S COLORED ADDITION
In 1910, Black workers employed in Pflugerville's cotton industry and ice factory were prohibited from residing within town limits. La Rue Noton, a farmer owning 1,200 acres west of Pflugerville, designated an acre for these workers, selling lots to them for fifty dollars each. In April 1910, this settlement was officially recorded as Pflugerville's Colored Addition. The original residents included Pete McDade, George Caldwell, Will Smith, Ned Tyson, Willie Allen, and their families.
The community established St. Mary's Baptist Church in 1910 and St. Matthew's Missionary Church in 1920. St. Mary's cemetery began in the 1920s for African and Mexican American burials. A primary school was constructed in 1928, which relocated to Pflugerville upon school district desegregation in 1965. In 1959, St. Mary's Church was rebuilt on Farm Road 1825, and St. Matthew's Missionary Church closed in 1973. In 1978, Travis County Commissioners attempted to rename the community "Western Addition" due to concerns about its name reflecting legal segregation origins, but resident opposition prevented the change.
