Section 303(d) of the federal Clean Water Act (CWA) requires states, territories, and certified tribes to identify and prioritize all water bodies where technology-based effluent limitations aren't sufficient to maintain applicable water quality standards. Once identified, states must establish total maximum daily loads (TMDLs) for pollutants causing impairment in these water bodies.

These requirements apply to all water bodies regardless of whether impairment comes from point sources, non-point sources, or a combination of both (Pronsolino v. Marcus, 2000). EPA issued regulations governing impaired waterbody identification in 40 CFR 130.6 in 1985, with revisions in 1992 and 2000.

Section 305(b) directs states to prepare biennial reports describing water quality status and trends, extent of designated use support, pollution problems and sources, and effectiveness of water quality control programs. Section 314 requires each report to include an assessment of public lake water quality trends, including point and non-point source impacts from pollutants and acidification.

On March 21, 2011, EPA released guidance for 2012 waterbody assessments and reporting requirements, with updated information provided in an October 20, 2017 memo. The final product is called an "Integrated Report" aimed at providing the public with a comprehensive summary of state and national water quality.

To facilitate the assessment process and meet water quality management planning needs, the NDEQ prepared "Methods for Waterbody Assessment and Developing the 2018 Integrated Report for Nebraska" (available at http://deq.ne.gov). These methods outline the step-by-step process undertaken to define surface waterbodies.

5. What if I have multiple accounts? If your customer number is the same for all accounts, you can easily switch between them. If you have different customer numbers, you can either register separately for each account or contact Customer Service about consolidating them.
6. Do you accept credit cards at the Customer Service Window? Yes, we accept Visa, MasterCard, and Discover cards for in-person payments.
7. How do I report a streetlight outage? You have three options: use the "Report a Street Light Outage" link on our website, call Customer Service at 203-866-3366, or visit our office at the South Norwalk Train Station.
8. Who should I call with billing questions? Contact our Customer Service Department at 203-866-3366 and select option #4.
