City of Uvalde Municipal Water Report Information
The City of Uvalde was founded by Reading Wood Black, a 22-year-old entrepreneur from New Jersey. In 1853, Black acquired 4,605 acres of land in Bexar County situated along the Leona River near Fort Inge. Initially naming the settlement Encina (Spanish for live oak trees that lined the waterway), Black later commissioned a surveyor from San Antonio to create a town plan with 464 lots and four plazas in 1855.

The community featured 90-foot-wide main streets with spacious alleys. When Uvalde County was established in 1856, the town's name changed to Uvalde, honoring Spanish general Juan de Ugalde. Though development slowed during the Civil War, the arrival of the railroad in 1881 brought new settlers, contributing to steady growth that continues today.
