Dublin and the University of Atlanta Watershed Group completed a Source Water Assessment Plan (SWAP) in 2003. This assessment identifies potential pollutants of concern and implements strategies to prevent contamination from reaching the water source. The assessment revealed that road and railroad stream crossings pose the greatest threat to Dublin's water supply. To review the SWAP, please call 277-5050.

The City owns and operates a comprehensive water system including surface water treatment, groundwater treatment, storage facilities, and distribution networks. Service extends throughout city limits and select outlying areas. As of December 2016, the system served 6,450 active water customers and 491 sprinkler clients.

Dublin's water infrastructure includes an Oconee River raw water intake and three deepwater wells drawing from the Upper Dublin-Midville and Lower Floridian Aquifers. The system has a combined daily permitted withdrawal of 7.0 MGD. Treated water is stored in two 500,000-gallon clear wells before high-service pumps distribute it through approximately 224 kilometers of pipeline and five elevated tanks with 2,250,000 gallons total storage capacity.

The city has provided safe drinking water since the early 1900s. The current lime softening plant began operation in 1936 with a 0.5 MGD capacity, expanded to 1.0 MGD in 1955, and underwent renovations in 1985 to reach 2.0 MGD permitted capacity. The surface water treatment plant began processing Oconee River water in 1972 at 3.0 MGD, and was upgraded with high-rate filters in 1993, increasing capacity to 5.0 MGD.
