The City Council meets on the second Monday of each month at 5:30 p.m. in the Council Chambers at City Hall (103 Old Wrightsboro Road). Your participation and feedback are always welcome at these meetings.
Grovetown's Water Resources
Grovetown's water comes from multiple sources. The city operates a groundwater well approximately 485 feet deep located on VFW Road. This property is protected against activities that could potentially contaminate the water source. Chlorine is added for disinfection and fluoride to promote dental health. This water source is known as the Crystalline Rock Aquifer.
The city also receives water from Columbia County, which draws from the Savannah River and Clark Hill Reservoir. Columbia County treats these sources at the Jim Blanchard Water Treatment Plant on Evans-to-Locks Road and the Clark Hill Water Treatment Plant on Highway 221.
Monitoring Waiver
On March 12, 1996, Grovetown Water System received monitoring waivers for asbestos, dioxin, and twenty-eight synthetic organic compounds (SOCs) because Environmental Protection Division (EPD) studies showed that distributed water in this area is not vulnerable to contamination from these chemicals. On October 3, 1995, Grovetown also received a monitoring waiver for cyanide.
Contaminants and Health Risks
Drinking water sources (both tap and bottled) include rivers, lakes, streams, ponds, reservoirs, springs, and wells. As water travels across land or underground, it dissolves naturally occurring minerals and, in some cases, radioactive material, and can pick up substances from animal or human activity.
Potential contaminants include:
- Microbial contaminants such as viruses and bacteria from sewage treatment plants, septic systems, agricultural operations, and wildlife
- Inorganic contaminants like salts and metals, which may be naturally occurring or result from urban runoff, industrial wastewater, oil and gas production, farming, or mining
- Pesticides and herbicides from agriculture, urban stormwater runoff, and residential uses
- Organic chemical contaminants from industrial processes, petroleum production, gas stations, urban stormwater runoff, and septic systems
- Radioactive contaminants that may be naturally occurring or result from oil and gas production
EPA regulations limit contaminant levels in public water systems to ensure safety. FDA rules establish similar limits for bottled water. All drinking water, including bottled water, may reasonably contain at least small amounts of some contaminants, which doesn't necessarily indicate a health risk.
Some individuals may be more vulnerable to water contaminants than the general population. Immunocompromised persons, including cancer patients undergoing treatment, organ transplant recipients, people with HIV/AIDS, the elderly, and infants may be particularly at risk and should seek advice from healthcare providers.

The City of Grovetown operates a municipally-owned water, wastewater, and stormwater utility serving local residents. Electricity is provided by Georgia Power Co., natural gas by several providers, and telecommunications services are available from multiple companies including WOW Communications and Comcast.
Responsibilities
The city water department handles the treatment and distribution of municipal water, manages the collection, treatment, and disposal of wastewater (sewage), and oversees the collection and disposal of stormwater throughout Grovetown.
The city owns and operates 4 wells, 3 water storage tanks, 2 booster stations, and a wastewater treatment facility along with 5 lift stations. Additionally, our department repairs, replaces, constructs, and maintains all water and sewer mains as well as stormwater systems throughout the city.
