The water supplied by this system comes from Lake Bill Johnston on the Eno River, located at 1000 Bill Johnston Street. This "surface" water source serves as the Town's primary water supply. Hillsborough maintains two backup water sources:

1) The River Orange facility at 1221 River Orange Street in Hillsborough on the East Fork of the Eno River, and

2) The West Fork of the Eno Reservoir at 4210 Efland Planks Grove Street in Planks Grove.

Construction on Phase 2 of the West Fork Reservoir will begin this year, raising the overall water level by 10 feet. While current levels adequately serve the existing population, Phase 2 expansion will increase capacity to meet the town's projected growth demands.

Hillsborough has a strong history of protecting residents from lead exposure. The town has no lead plumbing in its distribution system, though some buildings may have lead service lines connecting to the municipal network. Although these pipes aren't town property, Hillsborough takes water safety seriously and adds a combined phosphate corrosion inhibitor to its water. I have water damage inside my home who should I contact? Call 970-434-7328. During regular business hours, our Customer Service Representatives will assist you. After hours, weekends, or holidays, we maintain a Service Technician on-call 24 hours daily, 365 days yearly.

I am a Property Owner. Can I transfer my account to my Tenant's name? No. Water Service accounts must remain in the Property Owner's name. The official Property Owner, as identified by the Mesa County Assessor's Office, is the only person authorized to access certain account information. However, Property Owners can select "Third Party Notification" to send duplicate bills to identified Tenants.

How can my Tenant receive a copy of the Bill if you won't transfer the account to their name? We offer Property Owners a "Third Party Notification" option so your tenant can receive a duplicate bill in their name. This additional service costs $10.00 per year.

I received a Discontinuation of Service Notice. How much must I pay to avoid shut-off? We accept partial payments if received in our office by 5:00 pm on the Due Date. Please call to verify you're paying enough to prevent service discontinuation.

I noticed my water usage increased since last month. Common reasons include warmer temperatures, increased outdoor watering, household guests, leaking toilet flappers, and dripping faucets. While we can't help with family visitors, we offer these tips:

Leaking Toilets: The most common unexpected cause of increased usage. A running toilet wastes up to 200 gallons daily! The most frequent issue is a deteriorated flush valve (flapper) at the bottom of the toilet tank. Test for leaks by adding food coloring to the tank after flushing; if color appears in the bowl after 20 minutes, replace the flapper or contact a plumber.

Leaking Faucets: Regularly check plumbing for leaky faucets and valves under sinks and connected to water-using appliances like water heaters. These easily visible leaks can waste hundreds or thousands of gallons monthly if left unrepaired.

What if I have a leak and can't find my shut-off valve? Call 970-434-7328 and our Customer Service Representatives will help by dispatching a Service Technician. Remember, customers are prohibited from accessing the Meter Pit, and additional Fines and Fees apply if they do.

Where is my shut-off valve? Typically, shut-off valves are located where the main water line enters your home, often in a crawl space or near the water heater or furnace.

Who's responsible for repairing leaks? The Clifton Water District handles water lines from the street to the meter pit. Lines from the meter pit to and within your home are the customer's responsibility to maintain and repair.
