The Public Utilities Division provides water and sewer services to approximately 12,000 residential and commercial customers. Service territories include Pinehurst, Seven Lakes, Hyland Hills/Niagara, Vass, Addor, The Carolina, High Falls, Robbins Westmoore School, Robbins Davis Center, and East Moore Water District.
New Service Application Process:
• Government-issued identification and completed application required
• Payment due 21 days after billing date
• Accounts delinquent over 10 days face disconnection without notice
• Returned checks making accounts 10+ days past due will result in immediate disconnection
• No overnight reconnection services available

Why might smoke enter my house?
- Inadequate, defective, or improperly installed vents connected to your building's sewer pipe
- Dry, faulty, improperly installed, or missing traps under sinks, tubs, basins, toilets, and showers
- Damaged, defective, or unsealed wastewater drain system components in or beneath your building
What do paint markings near my house mean?
Temporary paint markings applied during testing serve as references for CFPUA personnel and don't necessarily indicate problems with your system. These markings will fade over time.
Is the fire department notified about testing?
Yes, CFPUA notifies city and county emergency services before conducting tests. You don't need to call the fire department if smoke from testing enters your home. However, always contact emergency services (call 911) for actual smoke, fire, or medical emergencies.
