New Windsor residents receive their water from a pristine source in the Catskill Region. The Ashokan Reservoir feeds the Catskill Aqueduct, delivering water to the New York City water supply system. As the aqueduct passes through town, two connections on the main pipe supply water to two separate filtration facilities.

In 2012, the town integrated St. Anne's Well into the distribution system, followed by Kroll Well in 2015. Water from these wells undergoes chlorination at the source before joining the main system. These wells supply water to a small portion of the town when necessary. During unavailability of these sources, the Silver Stream Reservoir serves as an emergency backup.

Our water system serves approximately 27,007 customers through about 5,393 service connections. In 2017, we produced roughly 1.1 billion gallons of water, with a daily average of 3 million gallons pumped into the distribution system. The 2017 billing rate was $6.65 per 75 cubic feet (748 gallons), with a minimum quarterly bill of $39.90.

The treatment process involves several stages. Raw water from either the Ashokan Reservoir via Catskill Aqueduct or from Silver Stream Reservoir during aqueduct maintenance enters one of two filtration plants at Riley Road or Stewart Field. Chemicals for coagulation and pH adjustment are added at this stage. At Riley Road, these chemicals create floc particles that are captured in sand filters containing layers of fine coal and silicate sand. Stewart Field uses diatomaceous earth filters to capture floc particles. After filtration, chlorine is carefully added for disinfection, followed by caustic soda for pH and alkalinity adjustment before distribution to storage facilities and consumers.

2. How do I apply for water or sewer service? Complete the application for Residential or Business and return it to the Utility Department at City Hall, 114 West Sycamore Street.
3. How can I pay my utility bill? There are five methods to pay your bill: by Mail, In Person, Night Depository, Bank Draft or Online. Details on each of these methods can be found on the Utility Bill Payments page.
4. My bill seems unusually high compared to previous ones. What should I do? Contact the Utility Billing office at 704-736-8980 to have your account reviewed.
5. I found a leak in my waterline. Will the City repair it for me? The customer is responsible for repairing leaks between the meter and the house or building. The City is responsible for repairs leading into the meter from the water supply side.
6. A leak caused my water and sewer bill to be higher than normal. Is there an adjustment for that? No water adjustments are allowed. One sewer adjustment may be allowed within a 12-month period. Contact the Utility office at 704-736-8980 for details on applying for the sewer credit.
7. Is there a reduction in filling a swimming pool? No. The water rate is not discounted. However, there may be a sewer adjustment for a pool if the City is notified in advance to collect a meter reading immediately before and after the pool is filled.
