About Us
The research area encompasses thirty-five lakes with improved public access within or adjacent to Winter Haven's city limits. These lakes are categorized into three distinct groups:
The North Chain includes lakes Conine, Fannie, Animosités, Hamilton, Little Stalinsky, Middle Hamilton, Rochelle, and Smart. The Southern Chain consists of lakes Cannon, Eloise, Hartridge, Howard, Idylwild, Jessie, Lulu, Might, Mirror, Roy, Shipp, Spring, Summit, and Winterset. The Interior lakes feature Blue, Buckeye, Deer, Elbert, Idyl, Link, Mariam, Mariana, Martha, Maude, Otis, Pansy, and Silver.
Lake Henry was excluded from the study due to access limitations resulting in insufficient water quality data. Winter Haven's lakes are part of the Peace Creek sub-basin within the Peace River watershed. The Southern Chain lakes are maintained at a relatively equal level, collectively sitting at a higher elevation than the Northern Chain. A lock structure managed by Lakes Region Lakes Management District connects Lake Hartridge to Lake Conine and regulates flow between the chains.
The Southern Chain primarily drains to the North Chain but can also flow through the Wahneta Farms Drainage Canal when surface levels reach flood stage (132 ft NGVD). Several Interior Lakes connect to the Chain of Lakes via drainage ditches or pipes, though these typically only transport water during periods of above-average surface levels.

The Utility Services Department operates through 8 specialized divisions: Administration, Water Plants, Wastewater Treatment, Utility Maintenance, Lift Stations, Account Services, Payment Services, and Field Services. Our infrastructure includes 22 production wells, nine water treatment facilities, 2 wastewater treatment plants, approximately 500 miles of water mains, and 330 miles of wastewater mains. We proudly serve around 35,000 utility accounts throughout the greater Winter Haven Area, with new connections being added regularly.
