For more information, attend our regularly scheduled City Council meetings held at City Hall on the first Monday of each month.

The City of Belmont had no violations in 2015. The EPA wants you to know that all municipal water, including bottled varieties, may contain small amounts of some contaminants. Their presence doesn't necessarily indicate a health risk. More information about contaminants and potential health effects is available through the EPA's Safe Drinking Water Hotline (800-426-4791).

Some individuals may be more vulnerable to water contaminants than the general population. People with compromised immune systems—such as those undergoing chemotherapy, organ transplant recipients, HIV/AIDS patients, elderly individuals, and infants—should seek advice about municipal water from healthcare providers. EPA/CDC guidelines on reducing infection risks from Cryptosporidium and other microbes are available through the Safe Drinking Water Hotline.

Elevated lead levels can cause serious health concerns, particularly for pregnant women and young children. Lead typically enters tap water through service line materials and household plumbing. While we provide high-quality water, we cannot control the materials used in plumbing components. To minimize lead exposure, flush your tap for 30 seconds to 2 minutes before using water for consumption when it has been sitting for several hours. If concerned, consider having your water tested. Information about lead in municipal water is available from the Safe Drinking Water Hotline or at http://www.epa.gov/safewater/lead.

The Belmont County Water and Sewer District Office is located at 67711 Oakview Drive, St. Clairsville, Ohio 43950. Our mailing address is PO Box 457, St. Clairsville, OH 43950.

For assistance during business hours, call 740-695-3144. Emergency situations after hours are directed to the Water Treatment Plant at 740-676-7666.

The Billing Department accepts payments Monday through Friday from 8:00 AM to 4:15 PM. The office observes all standard Government Holidays.

  1. How do I establish new or temporary electric service?
    • New Service: Contact Electric Engineering for service design, Customer Services for account setup, and obtain inspection from an authorized company
    • Temporary Service: Submit application to Public Utilities (302-736-7070), arrange inspection, and provide meter socket and wiring to connection point
  2. How can I check my current electric bill amount?
    • Contact Customer Service at (302) 736-7035 or view your bill online using your account number (format: 99999-99999)
  3. What's required to establish an electric account?
    • New customers must visit Weyandt Hall in person with photo ID and either Agreement of Sale (for purchases) or signed lease/rental agreement
    • All individuals named on the lease must be present when establishing electric service
    • Social security numbers are required from all applicants
    • Online application options are also available through the City of Dover website
  4. What payment methods are accepted for utility bills?
    • Cash, check, money order, Visa, MasterCard, Discover, and Debit Cards are accepted
    • Phone payments via MasterCard, Visa, and electronic checks are available through the automated system (option 1)
    • Customer Service representatives do not process phone payments directly
  5. Where can I pay my utility bill?
    • In person at Weyandt Hall (5 East Reed Street) from 8:30 a.m. to 5:00 p.m., Monday-Friday
    • After hours via drop boxes at Weyandt Hall (drive-up lane and Reed Street entrance)
    • Through bank-established Pay-by-Phone services
    • Via Preauthorized Payment arrangements
    • By mail to: City of Dover, P.O. Box 15040, Wilmington, DE 19886 (no cash in mail or drop boxes)
