How often are bills sent out? Bills are dispatched bimonthly (every two months). They are sent out on the 15th of each month. Billing months are January, March, May, July, September, and November. The District bills customers in arrears, so your current bill covers service from previous months.

When is my bill due? Bills must be paid within 20 days after the billing date. Any remaining balance after the due date will incur a late fee.

I'm struggling financially with my bill. What options do I have? Please reach out to the District Office at (650) 589-1435 or contact us online to request a payment extension or get a referral to local organizations that might offer assistance.

What is the Sewer Service Charge on my bill? This charge covers water that goes down drains and requires treatment before being released into the Ocean. The District's wastewater is processed by the City of Daly City's North San Mateo County Sanitation District (NSMCSD). The current sewer service rate is $9.87 per unit with a minimum annual charge of 12 units (or 2 HCF for January-February) totaling $118.44. As of July 1, 2008, these charges appear on county property tax bills.

How is my Sewer Service Charge calculated? For established customers, sewer fees are based on January and February water usage, as these rainy season months typically reflect indoor water use only, not landscaping. The charge adjusts annually on July 1. New customers' fees use the current assessment until they establish their own usage pattern during the January-February base period.

What is the Meter Service Charge? All metered service customers pay this bimonthly fee based on meter size. It covers expenses related to meter reading, billing, customer service, repairs, fire protection, water conservation, and administrative overhead.

Why is my bill higher than usual? Most often, internal plumbing issues are responsible, with toilets being the primary culprit. Some toilet leaks make running sounds while others are silent. To detect silent leaks, place food coloring drops in your toilet tank and wait twenty minutes. If color appears in the bowl, you have a leak. Many toilet issues can be fixed with simple tools. The WWD offers free dye strips to help test toilets and can schedule free leak inspections.

I've fixed a leak in my home. Can I get a billing adjustment? Adjustment requests must follow District procedures. Complete an Appeal for Water Billing Adjustment Form and submit it with repair receipts if available. Sewer Service Charge adjustment requests are forwarded to the City of Daly City's North San Mateo County Sanitation District board for review and approval. You'll receive written notification of any adjustments.

What about my water service when I'm away? If you'll be gone when your bill arrives, contact the District Office to get an estimated amount due or arrange a payment extension. For extended absences, consider closing your main water shut-off valve, typically located where water enters your home, near the washer connection, or by the water heater. The District can help locate this valve if needed.

My water looks cloudy. Is it safe? Cloudiness usually results from air bubbles in the water, often occurring temporarily after pipe maintenance when air enters the system.

Why is my water brown? Brown water typically occurs after pipe repairs when sediment from pipe bottoms gets disturbed. While unappealing, this sediment isn't a health hazard. Run multiple faucets until the water clears. If the problem persists, contact the District Office, and a technician can flush nearby hydrants to clear sediment. If only your hot water is brown, your water heater likely needs flushing. For long-term discoloration, your home's pipes may be the issue, requiring a plumber's assistance.

My pipes are vibrating. What should I do? Vibrating pipes may indicate that air traps in walls behind faucets are filled with water instead of air. These traps normally act as shock absorbers for your plumbing system. Try closing your home valve, opening faucets to drain the water in the air traps, then keeping one faucet open while slowly reopening the home valve. If this doesn't work, contact the District Office for help.

How do I shut off water for emergencies or repairs? Every home has a main water shut-off valve for this purpose, typically located where water enters your home, near the clothes washer, or by the water heater. The District can help you locate this valve if needed.

Can I operate my water meter myself? No. Only Westborough Water District Staff may turn water meters on or off. Attempting to do so yourself can result in damage charges. It's also illegal for anyone but employees to turn water on, with violations resulting in meter removal and a $25.00 penalty.

The lid to my meter box is damaged or missing. What should I do? The meter and box are District property, and we'll repair or replace them at no cost. Please contact the District Office to report the issue.
