California Water Utility Companies

Our water sources include rivers, ponds, streams, reservoirs, springs and wells. As water flows across land surfaces or through underground channels, it dissolves naturally-occurring minerals and may also absorb substances from animal presence or human activities.

Water Source Information: While FPUD distributes water, we purchase most of our supply from the San Diego County Water Authority, which in turn buys from the Metropolitan Water District of Southern California. The majority of tap water provided by FPUD is treated at Metropolitan's Lake Skinner Purification Plant in Riverside County.

Primary water sources: FPUD receives water from two main aqueducts: a 242-mile system bringing Colorado River water from Lake Havasu to Southern California, and a 444-mile aqueduct carrying water from the Sacramento Delta to State Water Project contractors throughout California. Approximately 1% comes from our local Capra Well when operational.

Source Assessment: A water source assessment was completed for the Capra Well in May 2004. This source is considered most vulnerable to low-density septic systems, agricultural irrigation wells, and historical mining operations.

The Capra Well is situated in a rural region near Red Hill with minimal threatening activities nearby. The only significant potential contamination sources identified are pesticide and fertilizer applications in the general vicinity. Any water from Capra Well is diverted to Red Hill Reservoir where it undergoes UV disinfection treatment.

Safety is our top priority! Please note that all water, including bottled water, may reasonably contain small amounts of some contaminants. The presence of contaminants doesn't necessarily indicate a health risk.

Enhanced Water Disinfection at Red Hill Reservoir: The District's Red Mountain Tank is an open reservoir with 440 million gallon capacity used for storing treated water purchased from San Diego County Water Authority. This open reservoir met health standards when constructed in 1949, was reconstructed and lined in 1985, and continues to meet or exceed water quality requirements.

Drainage systems prevent local runoff from entering the reservoir, which is inspected twice daily. Weekly bacteriological testing ensures safety. In 2010, FPUD upgraded its disinfection capabilities by installing UV Technology for additional protection.

The purchased water is a blend of fully-treated Colorado River and State Water Project water that receives complete conventional treatment plus advanced ozone disinfection at Metropolitan Water District's Skinner Filtration Plant. The water delivered to Red Mountain maintains a chloramine (chlorine and ammonia combination) disinfectant residual.

The year 1922 marked the formation of the small Fallbrook Public Utility District, initially covering approximately 500 acres, established on June 5 to deliver water from local wells along the San Luis Rey River. By 1937, FPUD began expanding when the Fallbrook Irrigation District dissolved and partially merged with FPUD, increasing the service area to 5,000 acres. To meet growing needs, the District developed additional groundwater resources from both the San Luis Rey and Santa Margarita rivers.

As Fallbrook expanded, so did water demands. The District became a founding member of the San Diego County Water Authority in 1944, qualifying it to receive Colorado River water diverted by The Metropolitan Water District of Southern California. However, FPUD didn't receive its first imported Colorado River water until 1948.

Water consumption steadily increased after Colorado River water became available, reaching 10,000 acre-feet annually by 1959. (One acre-foot equals approximately 326,000 gallons, enough to supply eight household residents for a year.) The service area expanded significantly in 1950 by annexing the remaining portion of the Fallbrook Irrigation District, and again in 1958 by incorporating the northern area on both sides of the Santa Margarita River.

The District utilized Santa Margarita River water until 1969 when floods destroyed the diversion infrastructure. These facilities weren't rebuilt because in 1968, FPUD signed a Memorandum of Understanding with the Federal Government to develop a dam and reservoir project on the river benefiting both FPUD and Camp Pendleton Marine Base. This agreement resolved 17 years of water rights litigation.

In 1978, FPUD began receiving water from the California State Water Project near Sacramento. To meet Southern California's growing demands, Metropolitan started delivering this northern California water alongside Colorado River supplies.

Further expansion occurred in 1990 when voters in the DeLuz Heights Municipal Water District chose to dissolve their 17-year-old district and join FPUD, adding 11,789 acres to the service area. In 1994, FPUD's responsibilities grew again when it absorbed the Fallbrook Sanitary District and took over sewer services for 4,200 acres in downtown Fallbrook.

Today, the District provides imported water and sewer service to 35,000 residents across 28,000 acres in Fallbrook. Agricultural usage accounts for approximately 40% of water consumption. Additionally, FPUD produces around 1.5 million gallons of recycled water daily for irrigating nurseries, playing fields, highway medians, homeowners associations and common areas.
