About Us
We are proud to present this year's Annual Municipal Water Quality Report for our Eastern Service Area. This report encompasses the region along Route 37, areas east of Route 37, Lakehurst Borough, and the Lakehurst Naval Air Engineering Station and Warfare Center.
This document provides a snapshot of water quality from the previous year, detailing water sources, composition, and compliance with Federal Environmental Protection Agency (EPA) and State standards. The EPA establishes regulations limiting contaminant levels in public water systems, and Manchester Township Water Utility rigorously tests and treats water accordingly.
Last year, all test results met EPA and State municipal water health standards. The Manchester Township Water Utility (PWSID # 1518005) draws raw water for its Eastern Service Area from nine wells drilled between 75 and 1150 feet into the Cohansey and Upper Raritan Aquifers. The Township maintains strict source protection protocols around these wells, and all water undergoes treatment at one of four facilities.
Municipal water sources (including tap and bottled water) come from rivers, lakes, streams, ponds, reservoirs, springs, and wells. As water moves across land or underground, it dissolves naturally occurring minerals, sometimes radioactive materials, and can pick up substances from animal or human activities.
Potential contaminants in source water include:
- Microbial contaminants from sewage treatment plants, septic systems, agricultural operations, and wildlife
- Inorganic contaminants like salts and metals from natural sources or urban runoff, industrial discharges, oil/gas production, mining, or farming
- Pesticides and herbicides from agriculture, urban runoff, and residential use
- Organic chemical contaminants from industrial processes, petroleum production, gas stations, urban runoff, and septic systems
- Radioactive contaminants from natural sources or oil/gas production and mining
The New Jersey Department of Environmental Protection (NJDEP) has completed a Source Water Assessment Report for our system, available at www.state.nj.us/dep/swap or by contacting NJDEP's Bureau of Safe Drinking Water at 609-292-5550. The assessment determined susceptibility ratings for our nine wells across eight contaminant categories.

Ken Palmer began his first term as Manchester's Mayor in January 2015. He won re-election in November 2018, with his current term ending December 31, 2022. A Manchester Township High School graduate (Class of 1990), Ken worked in his youth as a Camp Counselor/Lifeguard with Manchester's Recreation Department.
Currently, Ken serves as a local representative, attorney, youth baseball coach, football coach, and community volunteer. He graduated from the University of North Carolina at Wilmington and Tulane University's School of Law. After clerking in Ocean County Superior Court and practicing law in Atlanta for several years, Ken established his law practice in Lakehurst, NJ in 2004 when he settled down to start a family.
Ken has served as President and Board member of the Manchester Township Educational Foundation (MTEF), a charitable organization providing financial assistance to Manchester students through scholarships, classroom technology, and educational opportunities. He has volunteered with C.A.R.E.S. in Whiting and previously led the local Rotary Club. "Hometown Heroes" recognized him for his charitable community contributions. Ken resides in Manchester with his wife Robyn and their three children: Evan, Molly, and Maxwell.
