California Water Utility Companies

The Agencies' water supply comes from two distinct sources: processed surface water and groundwater wells. San Juan Water District extracts and treats surface water from Folsom Lake before distributing this treated water to the Agencies.

Orange Vale Water Company and San Juan Water District receive 100% of their supply from treated surface water. Customers of Citrus Heights or Fair Oaks Water Districts receive a blend of treated surface water from San Juan Water District and groundwater from local wells. The specific breakdown is:

  • SJWD – 100% surface water
  • OVWC – 100% surface water
  • CHWD – 94% surface water, 6% groundwater
  • FOWD – 64.6% surface water, 35.4% groundwater

Source water assessments have been conducted for all water supplies to identify potential contamination risks. The groundwater sources were evaluated in 2002, while the surface water supply was assessed in 2001. Newer wells in Citrus Heights Water District were assessed in 2008, 2009, and 2015, and a new Fair Oaks Water District well was assessed in 2014.

The San Juan Water District evaluation of Folsom Lake found it potentially vulnerable to contamination from park facilities, high-density housing, sewage systems, fertilizers, pesticides, and illegal dumping activities. However, conventional treatment with filtration and disinfection effectively removes many contaminants, ensuring your water meets all federal and state standards.

Groundwater assessments by Citrus Heights and Fair Oaks water districts identified vulnerability to urban activities including gas stations, dry cleaners, storage tanks, repair shops, and sewer systems, though none of these are linked to detected contaminants. One Fair Oaks well showed vulnerability to irrigation, with low nitrate detections. Orange Vale Water Company doesn't currently use local groundwater, but assessments indicate wells in their service area would be most vulnerable to rural grazing activities.

Orange Vale Water Company was established on May 23, 1896, evolving from its predecessor, Orange Vale Colonization Company. Today, the company serves approximately 15,200 residents through 5,500 service connections in central Orange Vale, including small portions of Fair Oaks and Folsom City. The service area encompasses roughly 3,075 acres, bounded by Kenneth Avenue to the west, the junction of Madison Avenue and Greenback Lane to the east, Pershing Avenue to the south, and Oak Avenue to the north.

The company prides itself on providing some of the nation's finest water, sourced from pristine Sierra Nevada snowpack. This water travels along three forks of the American River into Folsom Lake, creating a supply of exceptional quality and purity.

As a mutual water company rather than a public agency, Orange Vale Water Company is owned by the residents of its service area. The water supply is purchased from San Juan Water District and delivered via gravity feed through the Sidney N. Petersen Treatment Plant directly from Folsom Reservoir.
