Why is stormwater treatment necessary? Treatment eliminates harmful pollutants before they contaminate our lakes, streams, and waterways, effectively protecting water quality. Preventing contaminants from entering water sources is more cost-effective than purifying polluted water later. Since we all consume water, eat food grown with water, and enjoy recreational water activities, we're all affected by water pollution.

Who mandates stormwater treatment? The Federal Clean Water Act and state Environmental Protection Agencies require municipalities to meet water quality standards to safeguard public health. Required actions include reducing pollutants that enter our drinking water and other water resources. Cities must obtain National Pollutant Discharge Elimination System permits and state MS4 permits to release stormwater into waterways.

What is a stormwater fee and why is it necessary? Similar to gas and electricity, stormwater runoff is managed as a utility with associated fees. While states don't directly charge residents for stormwater management, they require municipalities to do so. This represents an unfunded mandate passed down from higher government levels. Fees enable cities to fund the six required management steps.

How are stormwater fees calculated? Municipalities typically engage consultants to analyze properties' contributions to stormwater runoff. Properties with more impervious surfaces (roofs, parking lots, sidewalks) generate more runoff and therefore incur higher fees.

Are fee structures perfect? No system is flawless. Different property types contribute varying amounts of runoff. Cities often establish different rates for property classifications: owner-occupied homes, rentals, businesses, medical/educational institutions, and agricultural/vacant land. Properties outside areas served by stormwater treatment systems may qualify for reduced rates.
