Consolidated Public Water Supply District No. C-1 is one of 10 districts supplying water to the northeastern portion of Jefferson County. The district formed in 1977 through the merger of Districts 4 and 9 (established in 1967), covering approximately 60 square miles. As of June 2017, the district served 13,635 customers.
District C-1 is primarily residential, with most residents commuting to St. Louis and St. Louis County for work. The district boundaries extend from Arnold in the north to Pevely in the south, between Highway 55 and Highway 21. Communities served include unincorporated Barnhart, Imperial, Antonia, and Otto.
The district purchases treated river water wholesale from Missouri American Water Company. The infrastructure includes over 200 miles of pipelines, 4 ground storage tanks with re-pump facilities (4.2 million gallon capacity), and 4 elevated storage tanks (1.3 million gallon capacity). The entire district converted to wholesale water supply in October 2004, with four deep wells maintained for emergency backup.
A five-member Board of Directors governs the district, with one Director elected from each sub-district. Directors serve multi-year terms without compensation and meet monthly to manage district business as required by Missouri Statutes. They review monthly activity reports and approve all expenses. The Board handles major purchases, contracts, and work matters based on Management recommendations.
The district employs a part-time Clerk and Treasurer, and retains an Attorney and Accounting firm on an hourly basis. These professionals attend Board meetings and handle special assignments as needed. The District Manager, who began as a receptionist in 1982, has progressed through billing and accounts payable roles to Office Supervisor, Office Manager, and finally District Manager in January 2015.
The office team includes four full-time employees handling billing, accounts payable, customer service, and administrative duties. Eight full-time service personnel manage field maintenance, new service connections, leak repairs, pump station maintenance, and other field responsibilities. The Chief Operator maintains a DS-III Certificate with the Missouri Department of Natural Resource Drinking Water Program, and all field staff hold DS-III certificates as Water Operators.
Current average daily water usage is 275 gallons per customer, totaling approximately 3 million gallons daily district-wide. To meet growing demand, the district signed a wholesale water purchase agreement with Missouri American Water Company in October 2000. The district completed a $25 million capital improvement program in October 2004, adding over 25 miles of large-diameter water mains, four new pump stations, and three new storage tanks to better serve customers.
